I can't imagine that Apple will approve this unless it is for subscription based customers only.
I think for a lot of people, me included, a subscription service is not that an attractive proposition. I don’t spend a huge amount on music and will generally buy anywhere between 1 and 5 tracks a month and when I do it’s usually from iTunes.

I wonder what the licencing impact will be and if Apple will maybe try to screw spotify over or buy them out

I think I will go for the subscription option as it will mean ad-free from PC as well as on iPhone.
I think the subscription model for all such suppliers is the way forward combined with a cheaper say £0.25 per track to download and keep.

The ones who will start to complain about Spotify as it becomes more widely used is the ISP's, who hate anyone using their bandwidth (even though we pay them generously for it). |
