I'm sure you do this anyway, but try cancelling the matchmaking, let the network reset and try again, this often helps for me

have u done a network test from your xbox?

If it throws up a strict NAT error then you will need to set that up

Make sure the playlist in the multiplayer lobby is set to 'public' too.
