If the flat's distribution system is actually connected to a communal aerial & communal dish, then you have the choice of connecting either to the dish on the flat itself, or to the communal dish. Best thing would be to see which gives you the best reception (if any, with regard to the communal system). To connect to the wall socket, you can buy a lead with an F-connector at each end at Maplin or similar electronics store. It should not matter which lead/socket you connect to.
If the wall socket is connected to a communal aerial, then you should also connect your TV to that to give you a choice of Freesat or Freeview. Again, a lead with a suitable connector at each end should be obtainable at any electronics store.
One puzzling feature is why the previous owner should have had his own dish if there was a communal system. But he may have had his installed before the communal installation. (If in fact your communal system provides two feeds from the dish, allowing Sky+ or Freesat+, then you are lucky, as most older communal systems only provide one.)
