"Multi-Region" & "Region-Free" - One And The Same?

Hi,

Do these terms mean the same thing?

When a seller lists a DVD machine as "multi-region" or "region-free", does this mean that they've hacked it for the punter's convenience? Or are these different models than those not listed as "multi-region"/"region-free"?

Thanks,

Mark
