I'm looking for a relatively compact (i.e. about 35cm folded if possible extending to about 105cm, though at a push would settle for something upto 42.5cm folded) tripod, solid enough for a D60 and 300mm telephoto lens.

I'm looking for a relatively budget model upto about £30.

Try a Joby Gorillapod. I have one and it is really useful. Comes in three different sizes. Try eBay for them, i got one for around £15.

Have you thought about a bean bag instead? 300mm on a D60 might be a tad unstable.
