The shortest parking restrictions ever?

In Newcastle city centre:

It indicates a speed hump. Is that the back of the law courts? I used to use that as a short cut when the Quayside was too busy.
Off topic, are there any local forums or groups who meet up in the Tyneside area?

Is there a hump there? Must admit I didn't notice it - must be pretty small (and ineffective).

The "rat run" has been ended with the installation of bollards at the top of the hill, just before All Saints.
