There are 2 ways you can do this...
1) Resize the image so that one value matches the required dimension with the other being too large. So in the case of the image above, resizing the height to 1280 would leave the width as 1912. As 1912 ia bigger than 1024 then the image will be clipped but you will retain the correct aspect ratio.
2) Create a blank image at 1280x1024 and drag the image to be resized into the new image and rescale it until it fits. Make sure you use SHIFT when you rescale to retain the aspect ratio. Doing this allows you to pan the image round when you get close to the right size so you can scale and crop at the same time. If you zoom out but expand the window, you will be able to see the zoom handles relative to the image better.
Of course, this is dependant on whether retaining the aspect ratio is important, if not, just turn off the Constrain Proportions and type in the value... as was suggested earlier.
