To be honest, something doesn't sound right with your TZ3 - soft and blurry suggests the settings weren't right such as the shutter speed was too low or a fault with the camera. It's certainly not the case with Pansonic cameras in general.
Panasonic are one of the best for 16:9 pictures because unlike most companies they don't crop a 4:3 sensor nor do they use a 16:9 sensor either - instead they use a slightly oversized sensor which means you have 4:3, 3:2 and 16:9 photos straight out of the camera which are not crops of each other and maintain the same focal length in each aspect ratio. Fuji, like many others as far as I'm aware don't actually have a proper 16:9 mode - the camera simply chops the top and bottom off the 4:3 image to give a 16:9 shot.
Of course I don't want to push you towards a camera you're not happy with because ultimately the most important aspect of a camera is one you're happy with - I just wanted to make sure you understood how 16:9 is frequently handled. If you do fancy a Fuji then I'd have a look at the F200 EXR which uses Fuji's new sensor design, just squeezing in under the 200 pound mark. The idea behind Fuji's EXR sensor is that all the pixels are 'duplicated', you can use them all for a standard 12MP mode or you can use special 6MP modes where the camera compares the values of the duplicate pixels to work out what the colour should be in that area. This in theory means the camera can function better in low light and also in conditions where there's a mix of bright and dark areas.
The sensor doesn't quite live up to the promise but the output does look good from the camera and it does offer a 16:9 mode, while it is just a crop of the sensor you still get the benefit of being able to frame it better using a 16:9 mask on the screen. The zoom is just 5x but it's a versatile range, the F70 EXR which has the 10x zoom is quite a bit over budget.
