You need to create the catalog and then import the shots. The catalog is what stores the metadata. XML sidecar files etc that tell the application what changes have been made to images. In essence that allows you to take a catalog to another PC, along with the images, and it'll re-apply the changes.
So, create the catalog and then select 'Import Photos from Disk'. Until you import LR won't know about the photos. (This doesn't apply where you're upgrading to LR2 and point it at an existing catalog).
LR leaves the raw files alone - nice, non-destructive editing.
