after spending hundreds and hundreds of pounds on a pro-quality camera, the least you can do is RTFM

You need to have the camera in Shutter mode [which is Tv on a Canon], then use the dial/scroll wheel to change the length of the exposure in fractions/seconds.

As Geordie Jester suggested, might be a good idea to have a flick through the instruction manual....further reading regarding exposure/settings can be found in Bryan Peterson's book, Understanding Exposure.

Maybe the answer is in your question...... Long Exposure would tell you it had something to do with time.

Now from that you would think shutter speed.......I think you can work out the rest of it.

You might want to look into ND filters also

seriously, get yourself a copy of understanding exposure as someone mentioned earlier.

it's a good read, easy to follow and explains so much about lots of various things like exposure, shutter speeds, aperture, metering etc etc

there is a bit to learn on the 40D which I found out when jumping from a 400D. once you've figured out the dials and using the top lcd it's very easy and quick to change settings/modes

Good call. Although depends on what you want to do a long exposdure on. ND filters work better during the day time and is not really needing in the night shot... but what do i know.
I have a 400D it might work the same but i have my settings on M all the time as i like to manual everything. TV mode does make it easier in that all you have to do is fiddle with the shutter speed times like 10" 1/20 etc etc the longer you leave the shutter on the longer the exposure will be, but you already knew that didn't you
