Advice for cabling a new house off plan

Hi, We are buying a property off plan and the developer has said we may be able to upgrade the cabling.

I have heard about cat5 and just wondering if it could handle and how could it handle the following:

• CCTV camera system, capable of recording and uploading/access via the internet too

• Freeview HD with recording facility in some rooms

• Freeview standard in some rooms

• Sounds in some rooms

• DVD in some rooms

• Internet Network in some rooms

Would really want to know how much you think the cabling would cost and installation on average?

PS - should I be looking at Cat6 as per the previous posts?

thanks

Tony.
