In most cases it won't make any difference.
The Pan&Scan mode is there for those 16x9 DVDs (which are few in number) which have a special Pan&Scan code added to them. This enables the player to pan&scan the (wider 16x9) image on the DVD and output it as a full screen 4:3 image ie cropping the left and right edges to make it fit.
As for whether it's better - if you prefer to see only part of the picture yes (although, as I say - it only works on very few 16x9 DVDs)
If you prefer to see the whole picture, reduced in height, with black bands top and bottom - then no.
