panasonic tx-w28r4

Wonder if any of you chaps in interland can help me with this one! standby light is on, responds to remote but when it starts up, russle of e.h.t. then about 3 seconds later, goes back to standby with fairy bright horizontal line! i assume the frame i.c. has gone but not sure if it has protection against this sort of fault!

Dry joints on the frame IC (IC451?).
