pixel burnout problem on my Toshiba?

I have a 27" Toshiba flat screen that is 2-3 years old. The last few weeks, I've had horizontal lines across the top of the screen, like 4-5 alternating lines of pixels are burnt out. Its there with any type of connection I make, and it doesn't matter if its my cable or or a dvd. sometimes its worse, sometimes it disappears, sometimes the left side is multi-colored.

anybody have any advice, or is it time for a new TV?

Is it a CRT or LCD?
If CRT report back with the model no.

I thought so.
That model is not released/different to UK/Europe models.
You would be better off posting this at a USA-based forum www.avsforum.com
Good luck.

When you do repost in that forum don't report it as "pixels burnt out" as CRT TVs don't have pixels...only LCD and Plasma.
Your symptoms should be reported as "Retrace lines" if they are white in colour or "Frame Lines" if black.
