For various reasons (including safety) that's a bad idea...you should always switch it off at the mains switch overnight...and most firemen will tell you to unplug it at the wall socket. (I don't do this myself)

It wasn't static build-up causing it, the engineer was just testing for the presence of "EHT" (the extremely high voltage which illuminates the screen) by brushing the back of his hand across the screen...if it's present the hairs on the back of your hand stand) and it was merely coincidence the raster appeared...nothing to do with static build-up and your wasting your time doing that

It won't be the switch, the set is "tripping" due to a fault which can be almost anywhere...a very common cause of this is dry joints on the Teletext sub-panel...which is not a job for an in-experienced person to attempt...suggest you call in the engineer again.
