Question 28" TV query

I have a Philips 28PW6518C widescreen TV.

Recently I had Freeview installed and, for some strange reason, a black border of about 1/2 " thick has appeared which, no matter what I try, I can't get rid of!! I just hope the engineer who installed it hasn't done something to my TV! The black border is there all the time, even when the set is switched off!

Anyway I digress. I decided to measure the TV Screen today to see how much my picture had shrunk by and discovered that the actual screen is only 26 1/2" not 28"! It is 28" from the metal 'frame' surrounding the screen.
Is this right? I thought the size of the TV was defined by the size of the actual screen?

By the way with the black band it is now 25 1/2" so it's a case of the shrinking TV!

Your advice would be much appreciated.
