jvc AV32T77SK

My mate has just bought a new tv from currys jvc AV32T77SK.
He is not sure if he has a problem or he is just fussy.
When the tv is switched on it takes at least 30 seconds before any picture
is displayed is this normal?

It shouldn't take this long. Around 10 seconds is normal. Does he by any chance have a Sky box or DVD player connected to the EXT 2 input? If he does, unplug it and try again.
