gpu throttling at 74 degrees

Today I resolved a crashing problem with my pc with the help of a few AVForums users, I have just found a nice new problem (or what i think is a problem) I have a Msi radeon HD 6950 iceq x 2gb being run by a brand new OCZ ZS 650 Watt PSU, I believe these cards are amazing overclockers, when running stock clock whick is 800MHz gpu clock and 1250 MHz memory clock all is fine in furmark stress test, when i push the clock up ever so slightly to just 840/1400 the gpu throttles at 74 degrees under stress testing, is 74 degrees a little low for this card to be throttling at that sorta temp which i thought was kinda low? i have 4x120mm fans 1 front input, 2 side input, 1 rear exhaust. Any help is more than welcome, Thank you in advance
