Unable to create bootable USB

I'm trying to create a bootable USB so I can do a clean install using that, I'm using the windows 7 USB/DVD download tool to copy the ISO file across but when i do this at the end it comes up with an error message saying

"Files copied successfully. However, we were unable to run bootsect to make the usb device bootable..."

I've clicked the help page it comes up with and that is NO help at all, doesn't mention bootsect anywhere. I've searched around and can't find any other cases of this happening. I really need some help with it. does anyone know if this matters, would i just be able to tell it to boot from the USB in the bios and it would work? Or if there are other programs which can copy the ISO file and create a bootable device?

thanks
