dvd rom says 16x read but it only achieves half that! ?

is there a bottleneck somewhere and this is typical?
i.e id need 10,000rpm hdd to get 16x dvd read?

Most of them only reach the quoted speeds when reading the outer edge of the disc.

Have you left it to read a whole (full) DVD? You'll probably see it hit 16x as it nears the end but of course that means the average read speed will be lower.

16 x DVD is 22MB/sec by the way if that helps.
