premiere elements 7 scratch disk question

I have a pc with a sata2 640gb hdd and a sata1 160gb hdd. The large sata2 hdd has the os on and all the program files.

I am about to start a new project and am wondering what is the best settings for the scratch disks. If I set the scratch disk to the small drive will it improve performance even though this drive is slower? Or should I just use the large drive for everything until i export the finished project then export that to the smaller drive?
