Canon HF100. Supposedly better in low light than the TG3. Recommended retailer: amazon.co.uk (price changes several times a day) - Canon currently offer 50 cashback.

I would urge not to simply go for the cheapest option within your budget (ie. Toshiba/Samsung/Sanyo etc.) - you may be disappointed.

What will she be using the camcorder for? Difficult to recommended something without knowing the intended use.

As Mr Lazy says above, in that price range look at the Sony TG3 or Canon HF100.

The TG3 is smaller and is a real take anywhere camcorder due to it's smaller size.
The HF100 will provide better results indoors/in low light and is quicker at focussing but is bulkier.
