Not in tandem, no. A rule of thumb is smaller file size equals lower picture quality, and vice versa.
Editing is the simplest way to add quality to raw footage: arranging clips to tell a story (and get rid of sloppy camera handling, unintentional shots, and footage that no-one except those who feature in it - and possibly not even some of them - would ever wish to actually sit down and view) does more to enhance your video than anything else, except for tidying up the audio and adding music and effects if appropriate.
About the only other processing I do other than editing is colour correction when necessary, and adding titles.
