Yes they are but lens zoom is an electromechanical action so there are moving parts and in a faulty camcorder there can still be hum but this is farfrom usual

I don't know that those with HDDs make enough sound for it to get picked by the on-board mic
Motor noise should not normally be a feature of even tape camcorder though unless the camcorder motor is dodgy ( excessively noisy) or it on-board microphone unduly sensitive. Ordinarily most time any motor noise is drowned out by normal levels of audio
One way round this is to use an external microphone which will be nearer the audio source
Another method will record the audio separately ( say with a minidisc) and overlay it with the video
Even without motor nooise wthese methods are better particularly for videos with music
Even if you will be getting an SD card model . I would get one with an mic-in to be able to use an off board mic
