Is there a real big loss of quality when using softyware to convert a PAL to NTSC?

Just need a bit more advice on this, I've got some PAL onbike(motorcycle/bullet cam) footage that i want to convert to NTSC- I have the original PAL miniDV tapes. I've been told i can do this through video editing software like Pinnacle Studio or use conversion software like 'Canopus ProCoder' or through this link- http://www.dvfilm.com/atlantis/index.htm

With these methods is there alot of quality loss given that its high speed footage and not always great light?

I want to film new onbike footage in the NTSC format and i have an NTSC camcorder that i have the option of returning to an ebay seller (was looking for a PAL camcorder but an NTSC was delivered, seller did not mention it was an NTSC!), also i can get my hands on an NTSC bullet cam without much difficulty- should i hold on to this NTSC camcorder and use it to shoot new footage or return to ebay seller and just use my PAL camcorder and then just convert? I'm looking for the best quality footage i can get? any advice appreciated, thanks

I've used 'Canopus ProCoder' and Sony Vegas to do this, and both do a good job. Keep in mind NTSC is lower resolution than PAL, so it won't be as good; but in terms of the conversion I've not had any issues with the framerate conversion, including some action shots. (I've not done motorcycle footage though).

I suppose the other option is to suck and see: convert a sample shot or sequence of shots, view in the way you expect the final product to be viewed, compare with the unconverted signal, and see if you can spot the difference.
