AVCHD to Vimeo

I want to upload some SD9 footage to Vimeo. This is a site that accepts HD footage in 720p.
I think they reencode but they say that the best quality upload is a file in H264 format at 5mps. There are tutorials on encoding for upload but as far as I can see these are only for Mac's.

Does anyone here have a good method to reencode my MTS 17mbs files to their standard the windows route ?
