I would strongly recommend the Panasonic VDR D220 dvd camcorder. I bought one for my wife and its has proved to be an excellent choice. Its light and compact but is very highly specified, has effectiove image stabilization, a very sharp lens and excellent picture quality, even in ordinary room light. The zoom range is enormous, and you can set it on auto and just use it. The dvd format is versatile and can be viewed either on the PC or immediately on your TV directly from the camcorder. Its easy to make copies and send them to grand parents etc. Which ever Camcorder you buy, I would advise either a Panasonic or a Sony. The Panasonic VDR D220 cost me £200 from Purelygadgets.com, including post.

I would avoid those 2

I would suggest you get a MiniDV tape model like the Canon MD 101 ,
Add a bit more to your budget then buy a settop DVD recorder
This way you will get a decent quality camcorder for reasonable money , and also a very easy way to get it to DVD . You can then duplicate this on the PC if you want
Certainly if you have editing aspirations you can do this on a PC off the tapes footage, or from the DVD made from settop
DVD camcorders Im not exactly a great fan of TBH .
HDD camcorders would be the other suggestion but at this price this price
