The usual suspects,
dodgy cable,
PCi card not seated properly,
firewire output on camcorder .. dodgy ,
or if the PC card has more than one socket try them in turns.
In general the drivers for IEEE1394 are built into windows and no further software is required
How do you know the camcorder hasn't been recognised? Have you tried capturing?
I note what Mark says about "drive" in my computer showing or not but in my PCs it does show under "scanners and cameras"and the ping notification sound like with USB happens

Also some camcorders have the ability to turn firewire ( dv) output on/ off in menu. More usual for hdv camcorders but worth looking for nonetheless
