PAL format and the USA

I want to produce some DVD's for the USA market, which I will sell off eBay.

Does that mean I need to buy a camcorder from the USA because they have televisions with a different format? Or do you just throw it into an editing package and that squirts it out into a format of your choice? i.e. can I, using the same footage, output for both PAL and USA formats?

You can choose either output in most software even free ones
