PAL to NTSC using a PC capture card?

PAL to NTSC using a PC capture card?

Hi,

I'm looking at getting a video capture card for my PC to do some video editing. Possible cards might be a Radeon All in wonder, or maybe a Pinnacle DC10.... if I capture PAL analogue video and edit, can I output it as NTSC or only as PAL?

Can a PC be used to do a systems conversion like this or is the only way to use a proper digital sys-converter processor?

If you get the Radeon you can capture in PAL and then set the output to NTSC and the PC will transcode in real time. However if you want to get a more professional effect then capturing with something like Premiere and rebuilding in a different output format for transfer to tape should produce better results.
