Compression type vegas7 or pe3

Im trying to get the highest quality footage from a HV20 in HDV on to a standard Dvd. Ive got vegas 7 & pe3 but still not matter how i render or output it, the final quality isnt brilliant!!

Are there different qualities of compressor???

If so how can i get it??

I know that a higher end camera has a data rate of say 100Mbps as opposed to my 25Mbps. Is this where the final quality problem stems from??

Help!! Please!! Any ideas
