This camera should have a firewire port (out only)
So you will need a Firewire cable (not too expensive)
Next you will need a firewire port on your computer to connect it to
When you connect the Cam and the computer via the cable, set the Cam to play, windows should dectect the cam as a Sony,if you have the appropriate capture/editing software, you should be able to capture, edit and burn to DVD

The firewire output is on the 'station' that comes with the camera. You need to dock the camera with it to download the footage.

The station won't 'show up' as such as you're not using USB.

What software are you using to capture the footage?

The Sony picture utility is just for stills.
You need to use video editing software to capture your video to the PC. You can use Windows Movie Maker if you have that...it will do the capture part but you'll need additional software to create the DVD. Ulead DVD Movie Factory is a good place to start for a simple and cheap solution.
