Yes, but some HDV camcorders have a progressive mode - the HV20 does, the HC3/5/7 do not.
Now I don't fully understand the technical details of this, as HDV 1080i is an interlaced format. The way Sony describes it (for their V1 camcorder) is as follows: "In 25p mode, images from the CMOS can be recorded onto tape in the standard 50i HDV format. The tape can then be played back or edited using an ordinary HDV system. True 25p editing can be achieved by uploading 2:2 pulldown-converted images via an i.LINK FireWire interface to a compatible non-linear editing system. The resultant images resemble the visual motion of film! "
The way Canon describes it on the HV20: "Cinema-style 25P shooting
Recording 1080/50i movies, the HV20 is Canon’s first HD camcorder designed for home moviemaking that also features switchable frame rates for videos with a truly cinematic touch. True 25P progressive shooting is possible using the HDV PF25 mode; dedicated CINE image mode also helps to reproduce the look and feel of film."
What I think this means is - you still have 50i, but rather than normal 50i interlaced where there can be movement between the 2 "half frames", in progressive mode the two "half frames" are from the same identical scan.
