Yes but the DV out is for MiniDv based camcorders to output a digital format
DV AVI to PC or a suitable settop recorder. Mpeg is also digital but it is compressed and doesn't need firewire ( which is what DV out uses to transfer)

Not as such but as it has already recorded to a DVD (as mpeg) it doesn't need a DV out. If you want to edit on the PC the DVD s footage can be copied off the disc
You really shouldn't record from DVD in camcorder to settop DVD recorder . That will result in drop in PQ. If you want to make a copy, Use the PC. ...Or.. If your DVD recorder has a built in HDD then dub the DVD from camcorder to it and dub from HDD back to full size DVD. Otherwise you'll be going from digital to analogue back to digital losing PQ in the process.

The HDD camcorder has, like the DVD camcorder recorded the footage as mpeg. This can easily be copied to PC via USB or to settop via composite ( or S-video)
If you want to edit it on a PC. go directly by copying the mpeg files to PC vial the USB instead of going via settop recorder, you will most definitely lose PQ going that way as the mpeg from Camcorders HDD will be re encoded on the settop DVD recorder to make a DVD
