Hello, looking for a video editing program that will let me edit or blur parts

Greetings,

I'm looking for the name of any software which can be used in editing certain parts, as in something that will let me blur or black out certain parts of the screen..I googled a considerable amount of combinations of words and had no luck in finding this, anyway, help is greatly appreciated

Adobe premiere elements 2 will. Assume you mean blur as in newsreels when they blur out the face of a witness etc.,You can download a trial version. Bear in mind elements 3 is about to be released

Hi,

It sounds like the sort of effect you want is something like 'witness protection', where you'd blur or pixellate someone's face (or whatever) on a part of the screen?

I haven't actually tried it myself yet, but I think any of the standard 'home-version' Non-Linear Editing programs which have multiple tracks should let you do that. That is to say, Adobe Premiere Elements, Sony Vegas Movie Studio (or Platinum), or Serif MoviePlus. More expensive programs might (or might not!) do it better or easier...?

In effect you'd need to use a mask (or 'matting') to set the area of the picture you want to be affected. Obviously that area might have to move if the thing you want to blur is moving on the screen. And then you set a 'blur' effect (or whatever) onto the masked area, and hey presto!

Sorry I can't help any more than that, I'm sure others on here would be able to guide you through step by step if you don't have any joy. Are you actually using any software to edit on your PC now, and if so, what?
