DVDs are not normally meant to be "ripped" to DV AVI so it is rather more a case of converting ( encoding back) the VOB files ( modified mpegs ) to DV AVI for ease of editing in Premiere.
More recent versions of Premiere can however edit Mpegs ( converting to intermediary avi "on the fly") or natively ( depending on version of Premiere.
Similarly Premiere Elements can import DVD for editing without you needing to convert to DV AVI first.

Besides Premiere (and Elements) there are simpler mpeg editors like Womble:
However your editing aspirations and output format will determine in part how you go about editing material from a DVD .
Note that besides DV AVI, an "AVI" could also be mpeg4 ( divx, xvid ,mp4) so many a "Googled" "DVD to Avi" software could really mean DVD to Mpeg4
