Samsung DSC 107 - blurry video

Hi Folks,
my Samsung DSC 107 camcorder gives highly blurry video. Not only the recorded video, also the display that i see on the LCD while recording is blurry.

Since purchase in 2004 Oct, I have used it just 5-6 times.
Took it to the samsung service center yesterday. the service guy told me that some filter has faded and will need to be replaced. He mentioned the reason as non usage and recommended use of camcorder atleast once a month. Could this be the case?

Can some one pls guide me on what could be the problem and how can it be rectified?
