To copy (capture) the footage from the DV tape, you need to use Firewire, not USB. You'll need a firewire port on your PC, a firewire cable (4 pin to 6 pin), and video editing software of choice.

The USB cable is usually provided to enable you to download stills ( not Video) from the camcorder to the PC. You can infact transfer stills just as easily via a usb media card reader.

The Firewire connection ( ussually labelled : DV, I-link...) is ( as stated by Mark above) the ( de facto) way to transfer the digital video on tape ( camcoder in VCR mode) to the PC. Your PC should also have the interface (6 pin: ussually bigger than the one on the camera) more commonly intergated on most recent motherboards or via an add on PCI card

In Windows XP once connected the PC should recognise the camcorder and then prompt you on what to do next.

Unless your PC is a laptop rather than desktop. Laptops nearly always use a 4 pin firewire connection. If the laptop does not have firewire then it can be added via a PCMCIA card.
