NO - if the specification for the camera does not say it has AV-in (do not confuse with DV-in) when purchased new then it cannot be added later.

Not on any new models it can't! The good old EU ruled that the extra tax payable on an AV-in cam would still be charged if the input was not hardware disabled at the factory. Therefore all new models for the past couple of years are not hackable to enable AV-in (or even DV-in)
So as Beejaycee said, you need to make sure the specs list the cam as having AV-in before you buy it or you'll need to sell it on eBay and get another one

Oh come on, we are talking the mad world of the EU

The EU consider a camcorder with AV-in (and possibly just DV-in, but not sure on this) to be a VCR rather than a camcorder and a VCR is charged more tax - apparently

If you scroll down, it also covers "Analogue IN, S-Video IN & DV IN inputs can be enabled for recording, Manual White Balance as well as AVin to DVout Pass through (AV>DV Real-time Converter) menu is enabled on models below."

But the models are all older models... I'm sure Mark is right that on any current model there is no workaround.
