8mm NTSC to Pal conversion

I have been asked to see if I can find out to convert an 8mm camcorder tape from NTSC to PAL. It was recorded in the Sudan, possibly with US equipment. My normal shop said they couldn't convert it and they think it has been recorded in LP mode. I guess the last option would be to play on a tv and record from the screen but the quality would be bad.

Can anybody suggest a solution or tell me where i could get temporary access to an 8mm Ntsc machine?
