NTSC MiniDV 'out' on a PAL camcorder?

Would a PAL Camcorder be able to stream MiniDV tapes previously recorded in NTSC format to the Computer?

Most PAL Sony DV camcorders will play back NTSC tapes, but shall output them in PAL format, if you have a package such as Adobe Premiere you can then burn a DVD in the NTSC or PAL format to suit.

Double check the model specifics before you buy.

Said Adobe Premiere, Premiere Elements would also do the job for you too.
