NTSC & PAL camcorders are not compatible with each other. If you put a PAL recorded tape into an NTSC cam then the playback will be at the wrong speed and will display in black & white. There is also a good chance that the picture will flicker or even roll around the screen.
To capture the tape you will need a PAL player and then software to convert from PAL to NTSC which will result in some loss of PQ.

...to clarify the above .You need a PAL camcorder to capture the video to your PC. The resulting Pal AVI can then be transcoded to NTSC either as avi or mpeg depending on your ultimate use for it.There will be some loss of quality.
If you live in the US or north america depending on how precious the tapes are this can be done professionally otherwise when your anglophile friends come around borrow thier camcorder or post the tape across . I see from your post that the tape is 8mm so analogue to digital conversion will need to happen.
After capture on the PC, Canopus Procoder or Procoder Express can trancode from Pal to Ntsc pretty well . Your post is a bit vague about whether you just want to watch it off the tape or if you wish to view it on pc or make a DVD.

So basically there is no way I can do it with my ntsc camera right? I guess I'll have to find a PAL camera...or something like that.

thanks.
