I am trying to grab a single frame from a dvd to save as a jpg and print out later as part of a cover design.

If you have power dvd which is given away free with most computers,
it has a button on the interface to capture frames,i use it for printing
dvd's recorded from the tv.Just make sure you check where it saves.
I think the clipboard is the default but you can change it to a folder.

You may also want to run it through a de-interlacing filter. I know photoshop has it.

I don't use Premier but it should be able to do it fairly simply. In my NLE I would just choose the frame on the timeline, set the properties to deinterlace (just for the capture & then change it back after) and capture the frame at best quality saving it as my chosen file format.

I would then have a copy of the still appear in the media bin for the project.
