Error Horizontal bands - Defective or dirty head?

Hello!

a brand new jvc GR-D33 pal camera, imported from USA, seems to have a defective or dirty head after just one weeks use. Can anyone look at the attached pic and see if there is a solution (instead of a very costly return to the US from sweden).
It also looks as if there is glue-like substance on the head. Is this normal??

B&H from NY pays for the return shipment with UPS from Sweden, AND send me a new camera FREE OF SHIPMENT CHARGE!

Well, anyone that ever considered buying in the states, it's not all bad!
