DVD start up times

I've heard that it sometimes takes a while for a camcorder to get ready for shooting, that it takes time to read the DVD before it's ready.

Under what conditions does this time differ, and by how much? Eg, when inserting a blank DVD, when switching a DVD camcorder on with a DVD with data on it already, etc etc?

On a Sony DVD201 - takes around 20 seconds to spin up and read
