video editing programs

Does anyone know the best program i can use to edit advertisements etc from my DVD+rw recordings?
I have pinnacle studio 8 and TMpegnc for all my home videos but I don't think either one of these will let me edit Vob,Bup files etc or allow me to encode to a format I can edit. Any suggestion would help
