If you mean a standalone recorder then the chances are that they will only be able to record a PAL signal and will not work with NTSC. As with all things it will depend on the specs of the recorder. I would not expect any of the consumer recorders to be able to convert from one standard to another as that hardware alone costs about £200.
If you mean on a PC then the footage will stay as NTSC unless it is converted via dedicated software or hardware - therefore the DVD will also be NTSC.
