Dvd camcorder

I have a Panasonic dvd camcorder and i am looking at replacing roxio creator 2009 as my editing software as i cant get it to install correctly on my laptop after re loading windows on to it.The question is will Adobe Premiere Elements v7.0 be compatable with the dvd camcorder format as i know not all editing software is.I am only looking to to add titles and then piece all the video clips together and then burn it to a standard size dvd.Hope you can advise me on this thanks, Paul.
