Most
DVD authoring applications should "convert" DVD ready mpeg2 ( or MOD) to vob without reencoding ( especially if there is no discrepancy in DVD size), : and Ulead MF is one . (Its one of my fave apps ( as well)

and Ive used all versions to date) .
.This is more so if the audio format for the DVD is not very different from tat of the original mpeg2 file
However when you
edit, Im less sure it will not reencode. Its bigger brother is Ulead Video studio which has "a smart encode" feature ( which minimises reencoding .. it supposedly works but folk seem to have had mixed results
I dont use MF to edit.. just to author DVDs
Vegas is not really bloatware like the Adobe products. It has a much smaller system footprint and is quite kind on lightweight hardware systems
It does have an initial unfamiliar GUI if you are new to it but once you get the hang of it ( video tutorial s ect) it is fairly easy to use, and hen the advanced bits can be learnt slowly
It does not smart encode but being one of the firsr HDV editors it is a step or 2 ahead in clever mpeg2 editing
Vegas also has DVD Architect ( a standalone but very Vegas integrated program) which tries to avoid rencoding but it is not really an editing program
If you output from Vegas using its templates, it will author a DVD wihout any reeencoding
Similarly if you use it as an authoring program with your MOD files it should create DVDs without any reencoding
For Sony files, it seems the PMB bundled with its camcorders can trim , joined without reencoing) but for most other software the need to recreate new files especially when you apply effects , text , fades, transitions ect mean reencoding has to happen
Dv AVIs get reencoded too but they seem not be suffer any significant generational quality loss as a result, that is the logic of using Av lie Proxy or intermediate files or where possible ( at least with tape camcorders, starting with DV AVI).
