Lightbulb Help! Sony DCR-SR38 HDD Camcorder

I recently purchased a Sony HDD DCR-SR38 for £191. Having just messed around taking a few test videos, the quality is somewhat disappointing, even in HQ mode. The performance with regular indoor lighting is particularly poor.

My question is, basically, with a comparably priced MiniDV camera, would the quality be noticeably better, bearing in mind the footage will be used for the web? And is the SR38 good value for money?

Specs are here: DCR-SR38E (DCRSR38E) : Overview : Camcorders : Sony

I've uploaded a test video, too: http://www.perfectguestlist.com/TestVideo.mpg (I have an NTSC setup on Vegas currently, so this is a little whizzy-fast).

Should I be concerned that - straight from the cam - the test video has visible horizontal lines that are rather visible at times?
